social groups. This mode of selection of senators is widely criticized since
the non-elected senators have considerable power, including the right to
vote with the Members of the House of Representatives to select the prime

minister .
The National Assembly enact the law. Approval of an organic law bill
requires more than one-half of the total number of existing members of the

National Assembly .
A Member of the House of Representatives or Senator has the right to
6
interpellate a Minister . At least one-fifth of the total existing House of
Representatives have the right to submit a motion for a general debate to
7
pass a vote of no-confidence in a Minister or the Council of Ministers . At
least one-tenth of the total number of the existing Members of the House
of Representatives have the right to submit a motion for a general debate
to inquire the Council of Ministers about facts or recommend the Council
8
of Ministers issues without a resolution to be passed . At least one-third of
the total number of the existing Members of the Senate have the right to
submit a motion for a general debate to request the Council of Ministers to

state facts without a resolution to be passed .
1.1.1.2 Executive Branch
The Prime Minister, and not more than 35 Ministers, form the

Cabinet . They are responsible for the administration of state affairs and
establishing government policies. Currently, there are 19 Ministries;
Ministry of Defense, Ministry of Finance, Ministry of Foreign Affairs,
Ministry of Tourism and Sports, Ministry of Social Development and
Human Security, Ministry of Agriculture and Cooperatives, Ministry of
