within twenty years and promote the “Smart Farmers” initiative within five
years. The third objective is to transform Thais into “competent human
beings in the 21sth Century” and ensure that at least five Thai universities
are ranked amongst the world’s top 100 higher education institutions
within twenty years. The fourth objective concerns environmental
protection, such as adjusting to the climate change and being a low carbon
